The Contract Management System Administrator serves as the primary system administrator for the contract management system to ensure optimal functionality and uninterrupted business continuity for the Center and for users of the contract management system. The essential functions of the CMSA will include:  
  • Working with management and staff to support centralized contracting processes.
  • This role will design, develop, and implement processes to streamline the handling of contracts from initiation to execution and renewal, while providing a high quality experience for clients and vendors.
  • The CMSA will recommend to leadership of the Office of General Counsel any necessary changes to enhance the efficiency, speed and ease of the process, and any ways in which to maximize the functionality of the contract management system.  
  • Developing and implementing processes to store existing and new contracts in the contract management system, to establish security protections to ensure confidentiality of sensitive contracts, to establish means of searching and retrieving stored contracts, and to manage the process for renewal of expiring contracts. This role will work with stakeholders across the organization to identify and gather contracts for entry into the contract management system, with the objective of storing all Center contracts in the system.
  • Training and educating client departments across the organization on the effective use of the contract management system, to maximize utilization of the system, and to ensure that all vendors and service providers engaged by the organization have an appropriately reviewed and executed contract on file in the system.
  • The CMSA will be a super user of the contract management system and will be responsible for training users regarding appropriate navigation through the creation and approval process as well as effective use of the contract management system.  
  • Assisting in audits to ensure that all vendors who are paid are appropriately managed through the contract management system.  
  • Assisting in projects as requested by internal clients and leadership/management to help create and sustain the highest level of service supporting institutional efforts.  
  • As needed, facilitating the contract review/negotiation process for the Center's contracts, and reviewing varying forms of contracts (including new contracts, amendments, statements of work, renewals, etc.), in order to complete the following tasks:
  • Appropriately identifying and including the necessary contractual language within the Center's contracts in accordance with policy, process and regulations.  
  • Locating redundant and/or duplicative contractual requests and resolving the same with the appropriate departments and/or internal stakeholders.  
  • Ensuring all applicable contracting activities are deployed and completed by thoroughly reviewing Center contracts and properly designating the appropriate reviewing/approving department(s), identifying the required executing authority, and denoting the stakeholder(s) with obligations defined therein (including fiscal responsibilities) for each contract and subsequently disbursing all applicable contracts to the designated recipients in accordance with the Center's policies and contracts management process.
  • Reviewing vendor terms and conditions and recommending innovative ways to navigate contractual requirements.  
  • Negotiating applicable contractual terms and obligations contained within the Center's varying contract types with the necessary internal and/or external parties.  
EDUCATION:  
  • Bachelor's Degree required, Field of Study: Business, business law, finance, accounting, paralegal, healthcare or related general studies field of study  
  • Masters degree preferred in Business, Business Law, Paralegal, Healthcare, Medical Research or related field of study
EXPERIENCE:  
  • Eight (8) years or more of contract management and/or contract system administration experience.  
  • Significant knowledge of contract management systems, processes and methodologies.  
  • Extensive experience navigating within a contract management system.  
  • Familiarity with healthcare state laws, rules and regulations pertaining to contracting is also preferred.  
  • Candidate should be able to display excellent organization, problem-solving and computer skills, and the ability to work independently using discretion and independent judgment.
  • Candidate should have a positive attitude, robust attention to detail, strong work ethic and ability to maintain confidentiality.  
  • Candidate should have excellent multi-tasking and time management skills, be flexible and have the ability to work effectively with many different types of individuals while maintaining professionalism and courtesy at all times.  
  • Candidate must have strong customer service orientation.  
  • Ability to read, analyze, and have a basic understanding of general business contracts, professional agreements, technical procedures, or government regulations.
  • Ability to run reports and understand business policies.  
  • Ability to effectively present information and respond to questions from users of the contract management system, including directors, managers, faculty and staff.  
  • Ability to add, subtract, multiply, and divide units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to create and interpret basic bar graphs.  
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.  
  • Mastery of intermediate skills for document organization, including processing, filing, storage and access, and for user of the web and computer programs, including Microsoft products.  
  • To perform this job properly, the candidate must have proficient knowledge of administering a contract management system, computer troubleshooting, and email and internet programs. Candidate must also have working knowledge of the Internet, Microsoft Excel and Outlook, and Word software. The best candidate will also have experience in working with contract management systems.  
Preferred:  
  • Knowledge of contracting principles, legal regulations and procedures.  
  • Knowledge of information technology, business/transactional, and/or clinical trial contracts.  
  • Knowledge and understanding of the structure and governance associated with Master Service Agreements, Statements of Work, License Agreements, and varying enterprise-focused contracts.  
  • Extremely thorough and detail oriented.  
  • Strong ability to work with sensitive information and maintain confidentiality.  
  • Ability to work well under constantly changing deadlines and priorities.  
  • Self-starter with the ability to work independently, and function with limited supervision.

Primary Functions.  
  • Serves as the primary system administrator for the contract management system to ensure optimal functionality and uninterrupted business continuity for the Center and for users of the contract management system.  
  • Interact with internal/external entities to maintain contract management system operations.  
  • Maintain vendor relationships providing technical support of the contract management system.  
  • Review system capabilities to ensure alignment with Center goals and identify opportunities for process improvement.  
  • Understand best practices as it pertains to the use and maintenance of the contract management system with regard to processes, structure, governance, and associated methodologies to house master agreements, statements of work,  enterprise licensing, and transactional endeavors, and support operational models in order to best configure and denote Center obligations and enhance services in an efficient and economical manner.  
  • Ensure compliance with contract management policies and procedures, government regulations, and Center protocols.  
  • Interact with senior leadership, and all levels of support staff, outside law firms, and vendors through varying forms of communication, while exhibiting the appropriate professionalism necessary to adequately represent the Center and the Office of General Counsel.  
  • Monitor daily contract management system activities, functionality and reporting.  
  • Collaborate with department management and legal counsel in order to identify and establish life-cycle contract status and corresponding system processes.  
  • Prepare expiring contract reports at requested intervals for department stakeholders and business partners.  
  • Create varying internal reports as requested by department management and/or leadership.  
  • Ensure all contracts and related documents (amendments, sales orders, statements of work, etc.) are properly uploaded, identified and labeled, and tracked within the Center's contract management system.  
  • Work with stakeholders and other research departments to provide education and training to support quality assurance and quality control plan for effective use of the contract management system functions throughout the organization.
